Conditions for formation of a true Think-Tank?

After providing information on Think-Tank, including definition, functions, activities, brief presentation of current status and some features of research institutions named Think-Tanks in Vietnam, the paper provides analyses of necessary and sufficent condtions for a Think-Tank to exist really and to operate efficiently.
In the last part of the paper, after having analyzed advantages and challenges of the Vietnam today context, the author proposes a question for research how VUSTA (the Vietnam Union of S&T Associations) can transfer from an “intelligentsia mobilization organization” to a true Think-Tank?
