Meanwhile, the European Union (EU) is lacking the motivation to innovate and facing many environmental and social challenges. However, Binh Duong always determines that agriculture and rural areas play an important role in the sustainable development of the province. This paper presents research findings on the experiences from the strategy implementation processes of selected developing countries, such as Malaysia and India, to build practical foundations and provide insights and recommendations for the implementation of the strategy in Vietnam. The research materials used are secondary documents, gathered from both domestic and international published works, including specialized reports, scientific articles, periodic reports, etc. The article proposes a three-step process for implementing the Strategy for Science, Technology and Innovation Development: preparation; implementation; inspection, evaluation and adjustment. Germany and Finland are two notable examples where entrepreneurship education is not only integrated into the curriculum but also supported by strong policies from the government and businesses. In Germany, the entrepreneurship education system combines theory with practice, encouraging students to engage in real-world projects. Meanwhile, Finland stands out with its innovative education model, which helps students develop an entrepreneurial mindset from an early age.
