International cooperation on science and technology between Vietnam and Belarus: current situation and some proposals

International cooperation in science and technology (S&T) is an important form of international economic relations, based on the international division of labor, with the participation of a large number of subjects from the micro level include scientists, researchers, experts, legal entities to the macro level including nations and international economic links, international organizations, ... In the current context of strong integration, promoting S&T cooperation with other countries is an indispensable trend, an important premise for countries to build their own internal S&T.Belarus has been a traditional Vietnamese partner since Soviet times. Recent years have shown that Vietnam and Belarus have strengthened their cooperation in S&T based on Agreements, Protocols signed at the government level as well as ministerial, sectoral, institute and university level. Collaborative activities are carried out in the form of exchange of information, research results at seminars and forums, and joint research activities in the fields of science and technics, technology transfer,... However, the cooperative activities are spontaneous and do not create any breakthroughs that make the cooperative activities in S&T incompatible with the inherent and potential traditional relationship of the parties.
The paper will analyze the need to promote S&T cooperation between Vietnam and Belarus in the current context, outline the cooperation between the two countries, and propose a number of measures to promote bilateral cooperation in S&T.
