Attracting scientific and technological talent: Lessons from China and implications for Vietnam

Abstract

In the context of intensifying global competition in science, technology, and innovation, attracting and effectively utilising scientific and technological (S&T) talent has become a strategic priority for many countries. The study identifies key factors contributing to China’s success, including high-level political commitment, centralised coordination mechanisms, a conducive research environment, a comprehensive support ecosystem, competitive incentives, and flexible mechanisms for engaging both full-time and part-time talents. Lessons drawn from China, a country with institutional and developmental similarities to Vietnam, serve as an important reference for Vietnam to creatively adapt within its own political, economic, and cultural context. These insights aim to support the implementation of Resolution No. 57-NQ/TW dated 22 December, 2024, issued by the Politburo, and to foster the development of a globally competitive S&T talent ecosystem, contributing to the country’s advancement in what has been described as a new “era of national growth”.
