India’s semiconductor industry development policy for the period of 2020-2024

In the context of rapid, profound and strategic global technological innovation, many countries are promoting the development of the semiconductor industry as a top economic and security priority. India is no exception to this trend, considering the development of the semiconductor industry as a core part of the industrialisation strategy and a critical means to ensure national strategic autonomy. The study combines the development institutional theory and the national capacity theory to clarify the central role of the state in planning and implementing industrial policies, and analyse India’s endogenous capacity in building infrastructure, developing human resources and supporting technology ecosystems. Research findings indicate that India is progressively establishing a foundational semiconductor ecosystem built upon three strategic pillars: cultivating highly specialised human resources, designing incentive-based financial policies, and making targeted investments in core technology research and development. Nevertheless, this process continues to encounter significant challenges, including limitations in industrial-scale manufacturing capabilities and dependence on technological infrastructure from international partners during the initial phase.
