Mission - oriented innovation policy: A review of theoretical foundations, international experiences and policy implications

Abstract

The global context of sustainable socio-economic development places increasing demands on the design and implementation of innovation policy. Among these, the Mission-Oriented Innovation Policy (MOIP) approach is emerging as a potential and appropriate solution, especially as nations confront complex and systemic economic, social, and environmental challenges. This article provides a review, assessment, and synthesis of scientific research and practical experiences concerning MOIP, drawing upon reputable domestic and international scholarly materials, to focuses on clarifying (i) the theoretical framework of MOIP; (ii) synthesizing and evaluating MOIP implementation experiences in several typical regions and countries; (iii) conclusion and some policy implications that Vietnam could consider in designing and implementing MOIP. The synthesis indicates that MOIP offers significant potential in directing national innovation efforts towards addressing critical societal challenges; however, its implementation requires strong political commitment, strong institutional capacity, effective coordination mechanisms and the engagement of diverse stakeholders.
