Applying the IOOI model to evaluate the effectiveness of scientific and technological book publishing in Vietnam

Abstract

Scientific and technological (S&T) book publishing plays an important role in the scientific communication system by disseminating knowledge, supporting education and training, and fostering innovation. However, the evaluation of publishing effectiveness has largely relied on output-based indicators such as the number of titles published, print runs, or publishing revenue, which do not fully capture the utilization and impact of scientific knowledge. This paper examines the applicability of the Input-Output-Outcome-Impact (IOOI) model in evaluating the effectiveness of S&T book publishing in Vietnam. The study employs document analysis, descriptive survey methods, and content analysis involving key stakeholder groups, including policymakers, publishing professionals, lecturers, and researchers. The findings indicate that the IOOI model enables the assessment of publishing activities not only in terms of output but also in relation to accessibility, utilization, and the broader impact of scientific knowledge. Based on these findings, the paper proposes an IOOI-based indicator framework tailored to S&T book publishing, contributing to the improvement of publishing performance evaluation in the context of digital transformation.
