Several issues in developing human capital and research indicators within the provincial innovation index

Abstract

The Vietnam Provincial Innovation Index (PII) aims to assess the socio-economic development of provinces and cities based on science, technology and innovation (STI). It provides evidence and a foundation for identifying strengths, weaknesses, potential factors, and necessary conditions to promote socio-economic development driven by science, technology, and innovation. The PII is developed in close alignment with the framework and innovation-measurement methodology of the Global Innovation Index (GII). The PII comprises seven pillars with various component indicators, including those related to human capital, which emphasize the role and contribution of human resources to provincial innovation systems. Human capital is considered central as it is the direct driving force to generate knowledge, technological solutions and innovative products. However, since Provincial Innovation Index has been launched recently, its human capital indicators still have some limitations. This article will focus on analysing certain issues related to these human capital indicators in the PII.
