Đổi mới công nghệ (ĐMCN) đã trở thành yếu tố ưu tiên hàng đầu, có ý nghĩa quyết định đến sự thành bại của doanh nghiệp trong nền kinh tế thị trường và sự phát triển thịnh vượng của quốc gia. Tuy nhiên, trên thực tế, để ĐMCN thành công ngoài năng lực nội tại của doanh nghiệp (DN) thì cần phải có sự hỗ trợ của Nhà nước nhằm hạn chế rủi ro trong quá trình đổi mới. Bằng phương pháp nghiên cứu định tính và định lượng, thông qua việc sử dụng các dữ liệu thứ cấp và sơ cấp, bài viết này làm rõ: (i) Tổng quan nghiên cứu về hiệu quả chính sách thúc đẩy doanh nghiệp ĐMCN; (ii) Đánh giá hiệu quả chính sách thúc đẩy doanh nghiệp ĐMCN thông qua phản hồi của doanh nghiệp trên địa bàn Hà Nội, với tư cách là đối tượng thụ hưởng chính sách và (iii) Đề xuất các giải pháp nâng cao hiệu quả chính sách thúc đẩy doanh nghiệp ĐMCN phù hợp với điều kiện của Việt Nam.
