Thực tiễn quốc tế, bối cảnh trong nước và vấn đề đặt ra cho PPP thực hiện nhiệm vụ khoa học và công nghệ ở Việt Nam

Quan hệ đối tác công tư, đồng tài trợ (PPP) thực hiện nhiệm vụ KH&CN được Đảng và Nhà nước coi là giải pháp quan trọng để tăng cường liên kết giữa tổ chức khoa học và công nghệ (KH&CN) với doanh nghiệp trong việc thực hiện nhiệm vụ nghiên cứu ứng dụng, đổi mới công nghệ, đào tạo nhân lực. Nghiên cứu thực tiễn quốc tế cho thấy khái niệm PPP được dùng trong nhiều lĩnh vực với nghĩa rất khác nhau, dễ gây nhầm lẫn. Trong hoạt động khoa học, công nghệ và đổi mới (STI) khái niệm PPP cũng được dùng để chỉ những tương tác công tư rất đa dạng. Mỗi thiết kế PPP cụ thể phụ thuộc vào loại vấn đề cần giải quyết, bối cảnh, điều kiện, năng lực hợp tác của các bên và nhiều yếu tố khác. Bài viết này phân tích thực tiễn quốc tế về PPP trong hoạt động STI, chủ yếu của Hoa Kỳ và EU, từ đó, đánh giá bối cảnh để xác định loại vấn đề mà PPP trong hoạt động STI ở Việt Nam cần và có thể thực hiện được trong giai đoạn 10 năm tới.
