Cách tiếp cận về hệ thống đổi mới sáng tạo (ĐMST) vùng được phát triển vài thập kỷ trở lại đây, có rất nhiều nghiên cứu về hệ thống ĐMST vùng vì cách tiếp cận này cho phép khám phá khía cạnh của khả năng ĐMST của vùng thông qua phân tích chi tiết về các tác nhân chính trong hệ thống, giải thích sự khác biệt về các hoạt động ĐMST và khả năng cạnh tranh của các vùng khác nhau. Mặt khác, cách tiếp cận này phát triển cũng bởi một thực tế là người ta mong đợi tìm thấy hệ thống ĐMST vùng ở khắp mọi nơi và các nghiên cứu đã chỉ ra rằng điều đó là có thể, tất cả các vùng đều tồn tại hệ thống ĐMST vùng không chỉ các khu vực có những điều kiện tiền đề mạnh để ĐMST. Vậy hệ thống ĐMST vùng là gì? Các tác nhân trong hệ thống ĐMST vùng đóng vai trò gì và tương tác với nhau như thế nào? Các chính sách nhằm phát triển hệ thống ĐMST vùng là gì? Các nước có kinh nghiệm như thế nào trong việc phát triển các hệ thống ĐMST vùng? Đó là những vấn đề bài báo này mong muốn được giải quyết.
