Nâng cao năng lực hoạch định chính sách khoa học và công nghệ (KH&CN) là nhu cầu cần thiết của nhiều quốc gia, đặc biệt, trong bối cảnh khủng hoảng kinh tế toàn cầu, cạnh tranh gay gắt giữa các quốc gia, khu vực. Bài viết đề cập đến một số vấn đề cơ bản: Lý luận năng lực hoạch định chính sách KH&CN; Đối tượng cần nâng cao năng lực hoạch định chính sách KH&CN ở cấp vĩ mô và vi mô và tiêu chí nâng cao năng lực hoạch định chính sách KH&CN.
