Bài viết phân tích cách ba nhóm công cụ tài chính - tín dụng, tiêu chuẩn, quy chuẩn và khen thưởng, vinh danh được Trung Quốc, Hà Lan và Đan Mạch sử dụng để thúc đẩy doanh nghiệp đầu tư vào khoa học, công nghệ và đổi mới sáng tạo vì sự phát triển bền vững. Kinh nghiệm của các quốc gia cho thấy việc xây dựng một môi trường chính sách tổng thể, nhất quán và hỗ trợ lẫn nhau, kết hợp giữa ưu đãi tài chính, ràng buộc tiêu chuẩn kỹ thuật nghiêm ngặt, cùng cơ chế khen thưởng đi kèm lợi ích cụ thể là chìa khoá kích hoạt đầu tư doanh nghiệp vào khoa học, công nghệ và đổi mới sáng tạo, từ đó bảo đảm thực hiện các mục tiêu phát triển bền vững vào năm 2030.
